Flat polycarbonate shutters on Topsail Island are $30/sq ft installed. Optically clear sheets are cut to the exact shape of the opening and mounted permanently on stainless standoffs with an air gap behind. The material carries the same ASTM E1886/E1996 rating as every rigid system we fit.

The argument for it here is vertical. Topsail is built on pilings, which puts the main floor a story up and the bedrooms another above that. Every deployable system on the island ends with somebody carrying something up an exterior staircase while the weather turns. For the top-floor glass and the fixed windows on the water side, a permanently mounted clear panel removes that trip entirely.

On a piling house the living floor is one level up and the bedrooms another. Every panel, every pole and every ladder goes up an exterior staircase, in wind, usually carried by one person. A permanently mounted clear panel is the only rated system where that trip never happens, and on the top-floor glass it is frequently the only sensible answer.
