That distinction is more consequential in South Carolina than people expect, because protection here gets documented rather than assumed. An insurer grants a mitigation credit against a certification, not against how a shutter looks, and the state runs a separate mitigation grant program under the name SC Safe Home. What earns Bahamas their place on the Strand is the sun rather than the storm.
