Permit Requirements by County
New Hanover County NC
Permit required for all permanently attached shutters. Submit design pressure analysis with application. Inspection required after installation.
Brunswick County NC
Permit required. High wind zone requirements apply in oceanfront and inlet-front locations. CAMA permits may also apply within 75 feet of mean high water mark.
Pender County NC
Permit required for permanent systems. Topsail Island, Surf City, and North Topsail Beach have specific ocean hazard area requirements under CAMA.
Onslow County NC
Permit required. Coastal communities including Topsail, North Topsail, and Sneads Ferry have higher wind zone requirements than inland areas.
Carteret County NC
Permit required. Emerald Isle, Atlantic Beach, and Morehead City are in high wind exposure zones. Barrier island locations require higher-rated systems.
Horry County SC
Permit required for permanent shutters. SC Safe Home program may fund a portion of installation costs. AHS is an approved SC Safe Home contractor.
HOA Rules for Hurricane Shutters
Many coastal Carolina communities have HOA covenants governing the appearance of hurricane shutters. Common restrictions include approved colors, restrictions on leaving shutters closed year-round, and requirements for specific styles in historic districts.
